The 18-year-old winger-cum-striker has linked up with fellow Blues players Charlee Adams and Nick Townsend, who are already on loan at the Football Conference side.
Arthur has made just one Championship appearance this season for Blues, in August as a late substitute.
He has been on the fringes of Lee Clark's squad following a breakthrough last season, when he made his senior debut in April.
The former Woodford United player was Birmingham’s young player of the year for 2013.
